As it is likely that similar cases,

where no person exists who can give a valid surrender

of temple property to the Secretary for Chinese Affairs

Incorporated, will arise from time to time, I would

request that I may be given general sanction to enable

me to deal with these cases as they arise in the way

above proposed and without particular reference to Your Lordship.
